The National Security Agency decided to hire a cheap song writer to write a song to remake its image. The songwriter (WHYYY do they keep hiring him?) unfortunately, stole words and music from a hit song written by ABBA, and so it could not be used. That was a bad thing for the songwriter to do. He should NOT have done that.
